Facebook Graph API returns only 15 rating

I am using the CURL to get all the ratings of any page for which user has granted permission. I also have my APP reviewed and online with manage_pages permission.
I can see that rating count returned by API is showing 21 whereas in the response there is only 16 ratings.
Here is my code:

curl_setopt($ch, CURLOPT_URL, "https://graph.facebook.com/v3.2/me?access_token=CCESS_TOKEN&debug=all&fields=rating_count%2Coverall_star_rating%2Cname%2Cratings%7Bhas_review%2Crating%2Creview_text%2Crecommendation_type%2Copen_graph_story%2Creviewer%7D&format=json&method=get&pretty=0&suppress_http_code=1&limit=25");
curl_setopt($ch, CURLOPT_RETURNTRANSFER, true);
curl_setopt($ch, CURLOPT_TIMEOUT, 50);

The above code is working fine but only returning 15 ratings out of 21. Can any one please help me to the right direction?
