Phonegap HTML5 Android app unable to download files to device

So I am writing a phonegap app and I am unable to download files to the mobile device. I've used several options from < a href="" download > to download.js. But it seems the app does not have access to the local file system. Now if I use the mobile browser to directly access the HTML5 file via URL that contains the download code, I am able to download files, just not via the app.



I also read about the cordova file plugin. Can someone provide an example of a config.xml the properly references the file plugin. Plus any assistance on how to download or install the plugin via Windows 10. Best case, if anyone knows of an example app somewhere, please share. Thanks !
