Can I use Mingw-w64 to build GNU tools?
I have used MSYS2, Mingw-w64. And now I'm using Cygwin. But I start thinking about Can I use Mingw-w64 to build GNU tools, then I don't need a bash for Windows.
For example, I want to build tar, and I have downloaded the source, because of Mingw-w64 include gcc and mingw32-make, I can open cmd, and run this:
configure
mingw32-make
mingw32-make install
And tar will be installed in bin directory under mingw-w64.
Is that? Without any bash?

Yes, that's it. You don't need bash. Alternatively: if you don't mind 32bit binaries, you can get nearly all GNU command line tools as pre-compiled Windows binaries from here or here
